12-Point Agenda

Anchored in the municipality’s vision, goals, objectives, needs, and aspirations, the administration shall focus on 12 priority thrusts, namely, peace and order, education and youth empowerment, tourism, culture and arts, health and nutrition, social welfare, housing, economic growth, agriculture, disaster risk reduction and resilience, environmental protection, organizational structure, and infrastructure development.

Peace and Order

The municipal government shall focus on empowering barangay tanod through trainings and seminars, while providing the appropriate tools and facilities. With these, the barangay tanod will be able to perform their duties and responsibilities and serve the citizens better.

The municipality shall also continuously work with the police force in matters relating to illegal drugs, specifically drug clearing. In addition, the government shall also purchase of small fire trucks, that can easily navigate to the municipality. These, among others, shall ensure a safer community for all Bayeños.

Education and Youth Empowerment

Focusing on programs specific for the youth shall ensure that a better future in Bay, such as scholarship programs for sports, arts, and deserving Bayeños, educational assistance for indigent youth, enrichment programs for junior and senior high school students to give them a better chance to pass the entrance exam to various universities, and continuously partnering different institutions such as Philippine Normal University (PNU) for different programs. This shall prepare and provide skills to the youth as they transition to adulthood.
In addition to these programs, the administration shall also construct and establish a Youth Center Building, covered courts through the LGUs partnership with national government agencies, and other buildings for youth development.

Health and Nutrition

The municipality shall focus its efforts in ensuring that there will be additional doctors, specialist, nurses, midwives, and healthcare workers that will roam around the municipality, as well as help in the main health center.

During this term, the municipality also improve its health facilities, such as the municipal lying-in and main health center building. These facilities shall be improved and upgraded to meet the growing needs of the community. The local government will also establish an animal bite center as a response to the National Rabies Prevention and Control Program.

And lastly, to avoid wastage and to ensure stock availability of commonly used medicines, the local government of Bay shall establish partnerships with local drugstores for dispensing of medicines.

Social Welfare

To promote the rights and welfare of all, the municipality aims to establish a municipal children’s center and persons with disabilities center. The local government shall also allocate and provide additional funding for assistance to Individuals in Crisis Situations (AICS), especially hospitalization assistance, educational assistance to indigent youth, financial assistance to senior citizens based on age group, and livelihood grants for different sectors especially to the women’s sector and the Samahang Maghahardin ng Bae.

The Municipal Social Welfare and Development Office shall lead in the development, implementation and coordination of social protection and poverty-reduction solutions for and with the poor, vulnerable and disadvantaged.

Housing

With the number of informal settler families, households living in vulnerable areas, and the eviction of families as the national government revive the Philippine National Railway (PNR), the local government of Bay is set to develop housing projects in partnership with the Department of Human Settlements and Urban Development (DSHUD) and other housing agencies.

The development of housing projects shall not only help relocated Bayeños from danger areas, but also provide better opportunities and living conditions that will contribute to the achievement of a liveable municipality. The proposed housing projects are in government owned lands in barangay Dila.

Economic Growth

As the municipality is becoming more and more open and friendly to investors and local businesses, the administration is set to explore more options for economic enterprise to ensure that the municipality can keep up with the changing and dynamic economy.

The local government also shall focus on improving and maximizing the system of collection through computerization and updating the tax maps and codes. This shall ensure that the local revenue generated will increase in the coming years, thus, providing more services and programs to the municipality.

Tourism, Culture, and Arts

Agriculture and Fishery

The priority programs of this term is to ensure food security through establishing a palay stockroom, procuring post harvesting facilities and ensuring that the Laguna Lake’s quality is improved and protected. Through this farmers and fisherfolks will continue to generate income and rise to the challenges and shifting economy.

Disaster Risk Reduction and Resilience

Recognizing Bay’s vulnerability and risks to various hazards and climate change impacts, Bay aims to improve the resiliency across sectors. This can be achieved by the construction of a command operations center to improve the monitoring and overall safety of the community.

In three (3) years, the local government shall provide more trainings for our responders to cater to different disaster and emergency response while ensuring that the barangays are more equipped, prepared, and capable in handling and responding during and after disasters. The improvement of the Evacuation Center located in barangay Dila is also a priority during this term.

Environmental Protection

A major challenge in the municipality is its waste generation. As a response, the government shall establish and upgrade Materials Recovery Facilities (MRFs) in schools and barangays, and ensure that the MRFs are being used to its intended purpose. Another priority program is the waste conversion program of collected plastic wastes in partnership with public and private institutions.

Infrastructure Development

Infrastructure development encompasses all sectors. It provides over-all economic, social, and administrative support. One of the priority programs of the this administration is to improve the safety of the community, will can be achieved by installing solar streetlights along the national highway, upland roads, and poblacion areas.

Improving connectivity is another objective of the infrastructure sector, thus, the local government aims to connect roads such as linking the municipality of Los Baños, Sitio Kabaritan in barangay Sto Domingo and Sitio Pinac in barangay San Antonio.

As for the administrative support, Bay is set to construct a new municipal building in barangay Puypuy that will provide more space and facilities to conduct trainings, seminars, meetings, as well as, an avenue to effectively delivery basic services to its constituents.

Organizational Structure

To effectively and efficiently implement the priority programs, the government recognizes the need to improve the promotional ladder of the local government unit employees and create required offices and positions. Empowering and providing capacity development to government employees is key to a more productive and better service delivery.

Mandate

Pursuant to the Republic Act No. 7160 The Municipal Mayor, as the chief executive of the municipal government, shall exercise such powers and perform such duties and functions as provided by the Local Government Code of 1991 and other laws, rules and regulation. Thus, the municipal mayor shall hold office in the Municipal Hall.

Vision

Efficiently delivered essential services with the highest standards possible, prioritizing the needs of the Bayeños. And control over all programs, projects, services and activities of the Local Government Unit that is aimed at highlighting the core of its progress endeavor, “Tuloy-tuloy na Pagsulong sa Bayan ng Bay”.

Objectives

    1. To promote the general welfare of the municipality and its residents through effective, efficient, proper, economic and good governance.
    2. To raise the standard of living in the Municipality of Bay.
    3. To serve the Bayeños in honest and transparent local governance.
    4. To act as the coordinating body which purpose is to optimize the production of resources and income and use them to effectively implement development plans, programs, objectives, and priorities in order to guarantee the provision of essential services and suitable facilities.

Power and Function

For efficient, effective and economical governance the purpose of which is the general welfare of the municipality and its inhabitants pursuant to section 16 of the LGC, the municipal mayor shall:

    1. Exercise general supervision and control over all programs, projects, services, and activities of the municipal government.
    2. Enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate powers, implement all approved policies, programs, projects, services and activities of the municipality.
    3. Initiate and maximize the generation of resources and revenues, and apply the same to the implementation of development plans, program objectives and priorities, particularly those resources and revenues programmed for agro-industrial development and country-wide growth and progress.
    4. Ensure the delivery of basic services and the provision of adequate facilities.
    5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
