Mandate

Section 443 of the Republic Act No. 7160 or the Local Government Code of 1991 provides that the mayor may appoint a municipal administrator. 

Vision

A highly developed supervision, management and control over all the management and administration-related programs, projects and activities of the municipality which supports and sustains the endeavor of “Tuloy- tuloy na Pagsulong sa Bayan ng Bay”.

Objectives

    1. To implement all programs, policies and guidelines being promulgated by the Local Government in connection with the administration of the LGU.
    2. To serve as the coordinating body whose goal is to maximize the generation of resources and revenues and apply the same to the effective implementation of development plans, programs, objectives and priorities to ensure the delivery of basic services and adequate facilities.
    3. To serve as the primary coordinator for all management and administration-related projects and activities among the various departments and head of offices.
    4. To serve as the primary conduit among municipal government offices providing Bayeños with efficient essential facilities.
    5. To ensure that all standard operating procedures, rules,regulations and policies are properly implemented and observed for the benefit of the Bayenos.

Power and Functions 

    1. Develop plans and strategies and upon approval thereof by the mayor, as the case may be, implement the same particularly those which have to do with the management and administration-related programs and projects which the mayor is empowered to implement and which the sanggunian is empowered to provide for under the Local Government Code;
    2. Assist in the coordination of the work of all the officials of the local government unit, under the supervision, direction, and control of the mayor, and for this purpose, he/she may convene the chiefs of offices and other officials of the local government unit;
    3. Establish and maintain a sound personnel program for the local government unit designed to promote career development and uphold the merit principle in the local government service;
    4. Conduct a continuing organizational development of the local government unit with the end in view of instituting effective administrative reforms;
    5. Be in the frontline of the delivery of administrative support services, particularly those related to the situations during and in the aftermath of man-made and natural disasters and calamities;
    6. Recommend to the Sanggunian and advise the mayor, as the case may be, on all other matters relative to the management and administration of the local government unit; and
    7. Exercise such other powers and perform such other duties and functions as may be prescribed by law or by ordinance.

General Services

    1. Provision of recommendation to the Mayor. 
    2. Conduct and attendance to various meetings in the LGU. 
    3. Representation of the LCE. 
    4. Provision of administrative services to LCE. 
    5. Planning and execution of developmental programs for the LGU. 
    6. Ensuring excellence in local governance.
