Mandate

Republic Act No. 7160 or the Local Government Code of 1991, as amended, has created mandatory and optional offices and positions in the provinces, cities and municipalities, and given their respective duties and functions. The HR Department/Office plays an important role in the delivery of public service. In order to perform the mandate of every office in the LGU, it is important that competent and credible employees or officials present in every department. It is in the best interest of the LGU and of public service, both financially and organizationally, to have sufficient manpower. Who will deliver efficient and effective service to the public.

Vision

To promote accountability and professionalism; ensure productivity and competence in delivering of public service, while ensuring security of tenure to every dedicated public servant.

Power and Functions

    1. Administer official personnel action of all municipal officials and employees, such as leaves, promotions, retirements, performance appraisal ratings and other related personnel matters;
    2. Advise the municipal officials on personnel policy, functions, practices, rules and regulations.
    3. Determine the qualifications standards of all positions, salary grade and salary allocations that are in accordance with those prescribed by the Civil Service Commission, Department of Budget and Management and other agencies of the government concerned;
    4. Recommend to the Mayor the conduct of training and seminars for the upgrading of personnel skills and performances;
    5. Supervise all  personnel and responsible for the updating and record keeping of personnel records of all officials and employees;
    6. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
    7. Provide Manpower Complement to agencies guided by an effective recruitment process.

General Services 

    1. Implement the CSC Rules and Regulations and Directives on Personnel Matters in the agency.
    2. Attend queries, concerns, complaints and other matters on Human Resource Management.
    3. Recruitment, screening and selection of qualified applicants.
    4. Prepare and process Permanent and Casual appointments.
    5. Conduct orientation to the new employees.
    6. Manage employee relations.
    7. Process of municipal payroll including first payment and salary adjustment.
    8. Issue of Payslip to employees.
    9. Issue of Certificate of Employment, Service Record and Certificate of Leave Credits.
    10. Process of Monetization.
    11. Process GSIS, Pag-Ibig and Bank Loan Application.
    12. Process Leave Applications.
    13. Prepare and process JO Contracts and Contract of Service.
    14. Process and submit SALN of Municipal Employees and Barangay Officials.
