Mandate

Consistent with the provisions of Republic Act 7160 Section 17, Article Three of the Local Government Code of 1991, mandates the health services which include the implementation of programs and projects on primary health, maternal and child care, and communicable and non-communicable disease control services. 

Objectives

    1. To implement programs and activities that will promote a health conducive municipality:
    2. To update health center facilities and to improve the competency of health care workers;
    3. To improve the health seeking behavior and practices of the Bayenos;
    4. To strengthen and continuously promote the National Immunization Program and Covid Vaccination and maintain public health standard;
    5. To decrease the incidences of infant and child mortality;
    6. To decrease the incidences of maternal mortality;
    7. To reduce the incidences of communicable and non-communicable diseases and increase the advocacy and health awareness;
    8. To improve the Reproductive Health System of the municipality;
    9. To decrease the prevalence of malnutrition and increase the awareness in the importance of breastfeeding;
    10. To provide pertinent health information system on health status indicator and vital health statistics;
    11. To improve the Dental Health System of the municipality;
    12. To improve the proper sanitation and cleanliness based on the sanitation code; and
    13. To provide front-line services during and post disasters.

Power and Functions

      1. Take charge of the office on health services, supervise the personnel and staff, formulate program implementation, guidelines and rules and regulations for the operation for the approval of the mayor, in order to assist in the efficient and economical implementation of health services program.
      2. Formulate measures for the consideration of the sanggunian and provide technical assistance and support to the mayor, in carrying out activities to ensure the delivery of basic services and provision of adequate facilities relative to health services.
      3. Develop plans and strategies regarding health programs and projects.
      4. Formulate and implement policies, plans, programs and projects to promote health of the people.
      5. Execute and enforce laws, ordinances and regulations related to public health.
      6. Recommend the prosecution of any violations of sanitary laws, ordinances or regulations and direct the sanitary inspection of all business establishment such selling food or providing accommodation ( hotels, motels, lodging house etc.) in accordance with sanitation code
      7. Coordinate with other government agencies and non-government organization involved in the promotion and delivery of health services.
      8. Be in the frontline of health services delivery particularly during and in the aftermath of man-made and natural disaster and calamites.

Functions Services

    1. Routine check up within the vicinity of Bay (integrated management of childhood illness)
    2. Maternal and Child Care such as National Immunization Program, Pre-Natal & Post Natal Program, and Garantisadong Pambata
    3. Communicable and Non-Communicable Control which includes Non-Communicable Disease Program, National Tuberculosis Program, Leprosy, COVID-19
    4. Access to Secondary and Tertiary Health Services such as Interlocal Health Zone System/Referral System
    5. Procurement of Medicines including purchase of medicines, medical supplies and equipment needed to carry out the services herein enumerated.
    6. Procurement of Medicines and Rehabilitation and Drug Abuse Testing
    7. Family Planning Program such as Family Planning Services (Pills, DMPA, Condom and Natural Family Planning Method)
    8. Presence of Local Health Board and the conduct of Local Health Board Meetings
    9. Health Promotion and Education Program such as the Promotion of general hygiene and sanitation
    10. Control Diseases and Infection and Control Program
    11. Administrative Support including the provision of  health services relating to primary health care, maternal and child care, communicable and non-communicable disease and family planning services, Procurement of medicines, medical supplies and equipment needed to carry out health services, and Assisting Local Health Board Meetings.
