Mandate

The Municipal Engineer pursuant to Sec. 477 of R.A 7160 is primarily created to perform, initiate, review, and recommended changes in policies and objective, plans and programs, techniques, procedure and practice in infrastructure development and public works in practices in infrastructure development and public works in general of LGU. The Municipal Engineer is also mandated to act as the Local Building Official which follows the provisions of the National Building Code of the Philippines, National Structural Code of the Philippines and its referral codes and other laws ordinance related thereto.

Vision

The Municipal Engineering Office as one of the frontlines of the Municipal Government of Bay aims to consistently promote transparency, high value morality, and adequate public service in accordance, with the standards set forth by the RA 7160 otherwise known as the local Government Code of 1991.

Mission

The Municipal Engineering Office shall provide competent technical knowledge, transparency, and functional service to the public through implementation of effective and efficient high quality infrastructure projects.

Functional Roles

Municipal Engineer

    1. Take charge of the Municipal Engineering Department.
    2. Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general in the Municipality of Bay.
    3. Advise the Municipal Mayor on infrastructure, public works, and other engineering matters.
    4. Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads and bridges and other engineering and public works projects of the Municipality of Bay;
    5. Provide engineering services to local government unit, including investigation surveys and engineering designs, feasibility studies and project management.

Building Official

    1. Implement the provisions of the National Building Code of the Philippines and its referral codes and other laws ordinance related thereto;
    2. Evaluate, process and issue building permits, including ancillary and auxiliary permit applications, for all types of buildings and/or structure as required under the National Building Code of the Philippines
    3. Conduct ocular inspections on on-going and completed structures as a requirement in the processing and issuance of occupancy and other final permits related thereto; conduct annual inspection of building and other structures to ensure compliance to safety standards to prevent unnecessary loss of life and property;
    4. Evaluate, process and issue excavation permit for public utilities;
    5. Plan, design and impose building regulatory measures and parameters needed to enhance the province development plans and programs; and
    6. Entertain complaints, conduct administrative summary proceedings, and issue stoppage Orders and Resolutions in the exercise of quasi-judicial functions.

General Services

As provided in the Local Government Code of 1991, the mandate of the Municipal Engineer is to:

    1.     2. Advise the mayor on infrastructure, public works, and other engineering matters;
    3. Administer, coordinate, supervise, and control the construction, maintenance, improvement, and repair of roads, bridges, and other engineering and public works projects of the LGU concerned
    4. Provide engineering services to the LGU concerned, including investigation and survey, engineering designs, feasibility studies, and project management;
    5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
    6. Issuance of all Construction and Business-Related Permits.
