Mandate

Republic Act 7160 known as the “Local Government Code of the Philippines” under Article 20 Section 490.  General Services Office geared provides leadership and best practices in supplies and property management and other support services to Municipality of Bay, its employees, constituents and other stakeholders in a transparent, reliable and efficient manner.

Vision

An organization, as the asset registry of the municipality ensuring the protection of limited resources, an organized, handled and maintained assets of the Municipality of Bay inculcating sustainability, accountability and transparency.

Objectives

    1. To establish a transparent, competitive, uniform process and monitored procurement in accordance with Republic Act 9184 known as Government Procurement Act;
    2. To conduct periodic physical inventory of property and supplies of the municipality to verify its existence and condition; 
    3. Establish accountability and responsibility over the properties and equipment; and 
    4. To maximize the use of the municipality resources into conservative and qualitative public service to its constituents.

Power and Functions 

    1. Formulate measures for the consideration of the Sanggunian and provide technical assistance and support to the mayor, as the case may be, in carrying out measures to ensure the delivery of basic, services and provision of adequate facilities pursuant to Section 17 of the Local Government Code of 1991 and which require general services expertise and technical support services;
    2. Develop plans and strategies and upon approval thereof by the mayor, as the case may be, implement the same, particularly those which have to do with the general services supportive of the welfare of the inhabitants which the mayor is empowered to implement and which the Sanggunian is empowered to provide for under the LGC of 1991;
    3. In addition to the foregoing duties and functions, the general services officer shall;
    4. Take custody of and be accountable for all properties, real or personal, and supplies owned by the Local Government Unit and those granted to it in the form of donation, reparation, assistance and counterpart of join projects.
    5. Collate and disseminate information regarding prices, shipping and other costs of supplies and other items commonly used by the local government unit;
    6. Perform all other functions pertaining to supply and property management heretofore performed by the local government treasurer; and enforce policies on records creation, maintenance, and disposal;
    7. Be in the frontline of general services related activities, such as the possible or imminent destruction or damage to records, supplies, properties, and structures and the orderly and sanitary clearing up of waste materials or debris, particularly during and in the aftermath of man-made and natural disasters and calamities;
    8. Recommend to the Sanggunian and advise the governor or mayor, as the case may be, on all other matters relative to general services; and
    9. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Functional Services

Administrative Division

    1. Prepare communications, memoranda, circulars, guidelines, transmittals, endorsements, papers for donations and other related administrative documents.
    2. Take custody of official vehicle documents and insurances of properties of the municipality.
    3. Supervision and control of the municipality’s properties and equipment held for borrow to be used during events by offices, groups and other Bayenos.

Supplies and Procurement Division

    1. Formulate and develop plans and programs relative to procurement, storage and issuance supplies in accordance with the existing laws and regulations.
    2. Take charge on the procurement of goods and services requested by offices/departments of the municipality except requests which are for bidding.
    3. Acceptance of delivery of goods and services based on the Approved Purchase Order/Contract.
    4. Weight up all prepared documents attached to each Purchase Request, reimbursement, financial assistance, and other transactions of the municipality.
    5. Entrust a copy of Purchase Request and Purchase Order to Commission on Audit (COA) as well as notification of the delivered goods and services.
    6. Facilitate the payment process of all financial transactions of the municipality through preparation of Disbursement Voucher.

Property Management Division

    1. Formulate a methodical assets stewardship in the Municipality of Bay.
    2. Take charge in the registration of municipal vehicles to Land Transportation Office (LTO) and insurance thereof to Government Service Insurance 
    3. System (GSIS).Task in the insurance of buildings and other properties of the municipality.
    4. Establish property identification through physical counting of properties and equipment including the semi-expendable items conducted yearly in accordance with existing laws and regulations by the Commission on Audit.
    5. Responsible for the disposal of unserviceable properties of the municipality.

Utility Division

    1. Provision for the repair and maintenance of office equipment and vehicles use in the offices of the municipality.
    2. Facilitate the payment of electric, water and internet/phone bills of the municipality.
    3. Facilitate the application of utility services such as water and internet/phone lines.
