Legislative Agenda
The Sangguniang Bayan, headed by the Vice Mayor identified priority legislative measures from the following committees of peace and order, health and nutrition, agriculture, ways and means, tourism, social services, housing and zoning, transportation, livelihood, youth and sports, disaster, environment, education, and finance.
Peace and Order
The Peace and Order Committee shall prioritize on enhancing the Barangay Hotline Ordinance, strengthening the Anti-Chismis Ordinance, and providing stricter penalties for violators of Municipal Ordinance, wherein penalties may be in the form of a community service, fines or both. The Sangguniang Bayan is also looking for a possible resolution making Barangay Traffic Management Office deputized by the Land Transportation Office.
Education
The Committee on Education aims to create an ordinance mandating corporations operating within the Municipality of Bay to grant scholarships to deserving students. This ordinance supports the scholarship program of the executive department. The Sangguniang Bayan Office shall also establish partnerships with universities and institutions through resolutions.
Health and Nutrition
The Committee on Health and Nutrition shall prepare the Samaritan Ordinance. The Samaritan Ordinance primarily seeks to support individuals who sought to assist during times of emergencies by protecting them from legal liability. The Sangguniang Bayan, through the committee shall also prioritize the Health Workers Support Team Ordinance. This ordinance shall identify all medical professionals living in the municipality and encourage them to become a part of an emergency response team. A resolution establishing partnership with local botikas shall be drafted to provide easier access to constituents in need. This resolution shall also help in support of the Executive Department’s priority.
Youth and Sports
For the Sangguniang Kabataan, the Committee shall focus on Youth Code Ordinance and Academic Incentive Recognition/Awards Resolution. Through this the young population will be empowered and active in the community.
Social Services
To promote the rights and welfare of all, the Committee on Social Services shall adopt the following: SOGIE Law at the barangay level, adopt the Children Code, adopt the Pride Month, adopt the PWD Week. It shall push the resolutions to encourage employees to attend training for Basic Sign Language, anti–discrimination for Senior Citizen, and to grant Senior Citizen of certain age eligible for pension and to waive fees for PWD/Senior Citizen applying for Municipal Government issued documents. The Committee will also prepare ordinances on funeral services and the bear house ordinance.
Zoning, Land Utilization and Urban Development
The Committee on Zoning, Land Utilization and Urban Development shall work on the revision of the Zoning Ordinance to reflect the current development and trend of the municipality. It shall also require the registration of private resorts & businesses and apartments, and tenants/renters through a resolution for proper and better monitoring of the urban development in Bay.
Agriculture
As one of the main economic drivers of the municipality, the Committee on Agriculture shall push for the adoption of National Law regarding farmers activities and the imposition of fees/tax to owners of harvesters to require them to register their business or secure permit before they operate.
Tourism
In support of the municipal’s vision to become the garden center of the province, the Sangguniang Bayan Office through the Committee on Tourism shall aim to push Bay as the Garden Capital of Laguna Resolution and coordinate with the Congresswoman of the district to declare Bay as such.
The Committee shall also recognize Monay Bae in Laguna and declare the Bougainvillea Festival and through resolutions, as well as prepare resolutions promoting Bay tourism in schools and tourism destinations such as Pulong Bae.
The Sangguniang Bayan Office shall also declare the preservation of Pulong Bae to ensure that the destination will be enjoyed and appreciated by the next generations. And lastly, as support to the program of the local government, a Resolution to push the creation of a welcome landmark shall also be prioritized.
Livelihood
To empower the community and provide other sources of income, the committee handling livelihood shall prepare for resolutions creating a livelihood program in every barangay/livelihood council/office, conducting a quarterly job fair, and adopting Republic Act No. 10911, the Anti-Age Discrimination in Employment Act. The committee shall also push for the implementation of Bayenos Card – a discount privilege card for Solo Parents, members of 4P’s in partner establishments in the Municipality of Bay, and the establishment of Cooperative Awareness in every barangay through resolutions or ordinances.
Environmental Protection
To enhance the environment and effectively manage wastes in the locality, resolutions on sewerage shall be prioritized. Rewards and Incentives for compliance of schools and barangay shall also be the aim of the committee. Lastly, the ordinance on waste management or segregation shall also be revised.
Disaster Risk Reduction and Management
The committee focused on Disaster Risk Reduction and Management is set to provide a resolution mandating every BPSO and CSO to undergo emergency response training. It shall also require businesses to close in Bay to participate during times of emergencies. The Sangguniang Bayan resolution approving of the Local Climate Change Action Plan shall also be prioritized and to require offices and departments to integrate the said plan to other sectoral plans.
Transportation
The municipality aims to improve the connectivity and mobility of Bayeños and other people coming from other municipalities. Thus, the Committee on Transportation shall prepare a Pedestrian Ordinance, revise and update the Traffic Code, create a PUV Code, draft a resolution for MTFRB – color coded permits, and bike lane ordinance.
Ways and Means
The Committee of Ways and Means shall target to revision the tax codes, and push for a resolution requiring telecommunication companies and cable providers to fix superfluous wires.
Finance, Budget, Appropriation
The Committee on Finance, Budget, Appropriation shall aim to draft a resolution for public hearing in budgeting for Sangguniang Barangay. This shall improve the transparency and accountability of the 15 Sangguniang Barangays.
Mandate
Pursuant to the Republic Act No. 7160, Section 443 of the Republic Act No. 7160 or the Local Government Code of 1991 provides that there shall be in each municipality a municipal vice-mayor.
Vision
The Sangguniang Bayan as the legislative body aims to fulfill and achieve the highest standard of formulating and crafting legislative measures that are beneficial to our constituents in harmony with the general welfare clause that enshrined under RA7160.
Power and Function

- Be the presiding officer of the Sangguniang Bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the Sangguniang Bayan;
- Subject to civil service law, rules and regulations, appoint all officials and employees of the Sangguniang Bayan, except those whose manner of appointment is specifically provided in this Code;
- Assume the office of the municipal mayor for the unexpired term of the latter in the event of permanent vacancy as provided for in section 44, Book I of this Code;
- Exercise the powers and perform the duties and functions of the municipal mayor in cases of temporary vacancy as provided for in section 46, Book I of this Code; and,
- Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
