Mandate

Section 443, Title 2, and Section 476, Article Six of the Local Government Code of 1991 mandates the appointment of a planning and development coordinator for provincial, city and municipal governments.

Vision

Anchored in the Municipality’s Vision and the Institutional Sector’s Goal, the Office of the Municipal Planning and Development Coordinator envisions to become:

An Innovative, Efficient, and Information-Based Planning Office and a Partner for Sustainable and Inclusive Development

Objectives

    1. To lead, coordinate, and facilitate the overall municipal planning and development;
    2. To provide accurate and updated information to all offices and other data users in support to comprehensive planning and strategic decision-making;
    3. To ensure active participation of stakeholders in identifying development programs and projects, and strategies; and 
    4. To provide technical assistance to barangays and other stakeholders.

Power and Functions 

The planning and development coordinator shall take charge of the planning and development office and shall: 

    1. Formulate integrated economic, social, physical, and mandated plans and policies for consideration of the local government development council;
    2. Conduct continuing studies, researches, and training programs necessary to evolve plans and programs for implementation; 
    3. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies; 
    4. Monitor and evaluate the implementation of the different development programs, projects, and activities in the local government unit concerned in accordance with the approved development plan; 
    5. Prepare comprehensive plans and other development planning documents for the consideration of the local development council; 
    6. Analyze the income and expenditure patterns, and formulate and recommend fiscal plans and policies for consideration of the finance committee of the local government unit concerned as provided under Title Five, Book II of this Code; 
    7. Promote people participation in development planning within the local government unit concerned; 
    8. Exercise supervision and control over the Secretariat of the local development council; and 
    9. Exercise such other powers and perform such other functions and duties as may be prescribed by law or ordinance. 

Functional Services

Plan Formulation and Research

    1. Formulate integrated economic, social, physical and mandated plans per LGC 1991
    2. Conducts comprehensive researches and studies
    3. Prepare comprehensive plans and other development planning documents
    4. Update the Land Use Plan and projects related to the development of the city.
    5. Integrate spatial data with socio-economic statistics for more effective planning and decision-making
    6. Generate hazard and risk maps for ecological profile, zoning and land use planning

Plan Monitoring and Evaluation

    1. Provide technical assistance to the barangays in identifying and developing programs and projects
    2. Monitor and evaluate the implementation of the different development programs, projects and activities in the local government unit concerned in accordance with the approved development plan
    3. Analyze the income and expenditure patterns and formulate and recommend fiscal plans and policies for consideration of the finance committee of the local government unit concerned.

Urban Development and Housing

    1. Issue MUDHO Certification
    2. Update database of informal settler families
    3. Inspect potential land for site suitability
    4. LIAC maintenance and revitalization of cleared areas
    5. Serve as the Secretariat for the Local Housing Board

Zoning Administration

    1. Issue Locational Clearance, Zoning Certificates and other certificates relates
    2. Enforce of the Municipal Zoning Ordinance
      1. a. Act on all applications for Locational Clearance
      2. b. Issuance of Notice of Non-Conformance to owners/ operators of uses, 
buildings or structures that are non-conforming to the applicable provisions of this Ordinance
      3. c. Monitor on-going/existing projects and issue Notices of Violation and 
Show Cause Order to owners, developers, or managers of projects that 
are in violation of the provisions of the integrated ZO
      4. d. Coordinate with the Philippine National Police (PNP) for enforcement of 
all orders and processes issued in the implementation of this Ordinance.
      5. e. Coordinate with the Municipal Fiscal and/or Municipal Legal Officer for 
other legal actions/remedies relative to the foregoing.
    3. Coordinate with the Regional Office of the DHSUD regarding proposed amendments to the integrated ZO prior to adoption by the Sangguniang Bayan
    4. Serve as the Secretariat of the Local Zoning Board of Adjustments and Appeals
    5. Review, evaluate and endorse land reclassification, development permit, alteration permit applications

Administrative Support

    1. Provide support services relating to personnel and staff development, records management, supplies and equipment, budgeting and accounting, security and general utility of MPDO
    2. Prepare Procurement Plan
    3. Support government activities

General Services

    1. Issuance of Locational Clearance (LC) for Businesses and Building Permits
    2. Securing preliminary approval and Locational Clearance (PALC) for project under BP 220 
    3. Securing Zoning Permit Purposes Securing Approval for Simple Subdivision either for sale among heirs and / or co-owners 
    4. Securing Development Permit
    5. Securing Alteration Permit
    6. Assist in LZBAA Application
    7. Assist in Reclassification
    8. Issuance of Zoning Certification
    9. Issuance of MUDHO Certification
