Local Council for the Protection of Children

Mandate

Section 3 of the Philippine Constitution states that “the state shall defend the right of the children to assistance, including proper care and nutrition, special protection for all form of neglect, abuse, cruelty, exploitation and other conditions prejudicial to the development; the Local Governments are enjoined to organize local councils for the protection of children that will draw up and implement programs for child welfare and development in order to update its membership and composition, there is a need to reorganize the Local Council for the Protection of Children.

Section 15 of Republic Act 9344, known as the “Juvenile Justice and Welfare Act of 2006” mandates LGUs to establish their respective Local Councils for the Protection of Children (LCPC) at the City, Municipality and Barangay Levels and allocate 1% of Internal Revenue Allotment for its strengthening and implementation of programs, projects and activities. 

In view of this, all Local Chief Executives and others concerned are hereby enjoined to appropriate in the LGUs Annual Budget one percent (1%) of its internal revenue allotment (IRA) as required by R.A. 9344 for the strengthening and implementation of programs, projects and activities of their respective Local Council for the protection of Children.

Members 

The Local Council for the Protection of Children (LCPC) shall be composed of the Mayor as Chairman, the Municipal Social Welfare and Development Officer as the Vice-Chairman, the Municipal Administrator, SB Committee on Social Services, ABC President, Sk Federation President, DepEd District Supervisor, MGLOO, MHO, MPDC, MBO, PESO Officer, Municipal Treasurer, MNAO, Municipal Agriculturist, MPS-PNP Chief and Non-Governmental Organizations/Civil Society Organizations, as members.

Functions 

The functions of the Local Council for the Protection of Children are the following:

    1. Formulate Municipal Plan of Action for Children, incorporating programs and projects needing assistance by the Barangay and ensure its integration into the Municipal Development Plan;
    2. Monitor and evaluate the implementation of Municipal and Barangay Plan;
    3. Promptly address issues and concerns affecting children and the youth;
    4. Advocate for the passage of relevant child and youth protective ordinances;
    5. Advocate for the increased support and resource allocation for children’s programs and projects;
    6. Provide technical assistance to the community based frontline workers through conduct of capability and human development activities; and
    7. Prepare contingency measures to protect children and their families in crisis situation brought by natural and man-made calamities.

Meetings and Quorum

The Local Council for the Protection of Children (LCPC) shall conduct a quarterly meeting and special meetings as needed.

Secretariat

The Municipal Social Welfare and Development Officer and/or LCPC Focal Person shall be responsible for the documentation of proceedings of meetings and preparation of reports and other necessary documents as needed by the council.
